CliPLivE project is carried out in framework of the South-East Finland – Russia ENPI CBC 2007-2013 Programme. (http://www.southeastfinrusnpi.fi/). The aim of this Programme is to promote cross-border co-operation across the Finnish-Russian border between South Karelia, South Savo, Kymenlaakso, Uusima, St.Petersburg and the Leningrad Region. It is co-funded by the European Union from the European Neighborhood and Partnership Instrument (ENPI), and grant support to joint projects following the strategy and priorities jointly agreed by the Finnish and Russian partners:

  1. Economic development
  2. Common challenges: border-crossing and the environment
  3. Social development and civil society.

CliPLivE project is submitted to the Priority 2: Common challenges: border-crossing and environment.

The Programme is implemented through shared management by the Joint Managing Authority (JMA) – the Regional Council of South Karelia, located in Lappeenranta (Finland). The JMA is responsible for the management and implementation of the joint operational Programme.

The Lead Partner of the project is the beneficiary of the ENPI CBC funding and ENPI CBC equivalent funding and act as a link between the project partners and the Programme. It is responsible for all aspects of the project towards the JMA.

According to the Programme strategy, project is co-funded for 40% by the European Union, for 20% by the Republic of Finland, for 20% by the Russian Federation and for 20% by project partners.
